We consider an integrated usage and maintenance optimization problem for a k‐out‐of‐n system pertaining to a moving asset. The k‐out‐of‐n systems are commonly utilized in practice to increase availability, where n denotes the total number of parallel and identical units and k the number of units required to be active for a functional system. Moving assets such as aircraft, ships, and submarines are subject to different operating modes. Operating modes can dictate not only the number of system units that are needed to be active, but also where the moving asset physically is, and under which environmental conditions it operates. We use the intrinsic age concept to model the degradation process. The intrinsic age is analogous to an intrinsic clock which ticks on a different pace in different operating modes. In our problem setting, the number of active units, degradation rates of active and standby units, maintenance costs, and type of economic dependencies are functions of operating modes. In each operating mode, the decision maker should decide on the set of units to activate (usage decision) and the set of units to maintain (maintenance decision). Since the degradation rate differs for active and standby units, the units to be maintained depend on the units that have been activated, and vice versa. In order to minimize maintenance costs, usage and maintenance decisions should be jointly optimized. We formulate this problem as a Markov decision process and provide some structural properties of the optimal policy. Moreover, we assess the performance of usage policies that are commonly implemented for maritime systems. We show that the cost increase resulting from these policies is up to 27% for realistic settings. In signalling its wish to participate in the Additional Protocol at an early stage, Sweden took several steps at the national level long before it actually ratified the protocol in May 2004. In 1998, the Swedish Nuclear Power Inspectorate (SKI) initiated a project to conduct a historical survey of Swedish nuclear weapons research for the period 1945–72. Sweden thus took an important step for the sake of transparency. SKI worked out a general model of how a nationally based survey could be designed, and gradually other states approached SKI in order to learn more about the methods and goals of the historical surveys. In 2002, a cooperative project was initiated between Sweden and Estonia, Latvia, and Lithuania. Finland joined the cooperative effort, and it thus became a dialogue and project carried out by five neighboring states to make national surveys. This article presents summaries of the national reports from Sweden and the Baltic states.  相似文献

Since 2000, international organisations such as the UN, NATO and the EU, but also countries, have started to apply what has been called the comprehensive approach to crisis management. This article unpacks this comprehensive approach implemented by the Dutch in Uruzgan province, Afghanistan. It first borrows and expands a conceptual framework developed by De Coning and Friis. Subsequently, it maps the different sorts of coherence in the mission by applying the framework. It shows how in practice there was not one single comprehensive approach, but many different forms of interaction between a number of organisational units. Each interaction had its own distinct issues and its own level of coherence. The level of coherence differed depending on the level at which the interaction took place – strategic at headquarters level versus operational at field level – and at what point in the mission it happened – in most cases it moved towards more cohesion.  相似文献

We consider a pricing problem in directed, uncapacitated networks. Tariffs must be defined by an operator, the leader, for a subset of m arcs, the tariff arcs. Costs of all other arcs in the network are assumed to be given. There are n clients, the followers, and after the tariffs have been determined, the clients route their demands independent of each other on paths with minimal total cost. The problem is to find tariffs that maximize the operator's revenue. Motivated by applications in telecommunication networks, we consider a restricted version of this problem, assuming that each client utilizes at most one of the operator's tariff arcs. The problem is equivalent to pricing bridges that clients can use in order to cross a river. We prove that this problem is APX‐hard. Moreover, we analyze the effect of uniform pricing, proving that it yields both an m approximation and a (1 + lnD)‐approximation. Here, D is upper bounded by the total demand of all clients. In addition, we consider the problem under the additional restriction that the operator must not reject any of the clients. We prove that this problem does not admit approximation algorithms with any reasonable performance guarantee, unless P = NP, and we prove the existence of an n‐approximation algorithm. © 2007 Wiley Periodicals, Inc. African states' attendance at and participation in the preparations for the 2015 Review Conference of the Parties to the Treaty on the Non-proliferation of Nuclear Weapons (NPT) has produced mixed results, with the continent acting as both agent and bystander in respect of certain issues. African agency is evident in, for example, its position as a member of groupings on Iran's nuclear weapons programme and the Middle East Nuclear Weapons Free Zone. Less agency is evident in states' individual actions. This underscores the importance of African states' preference for multilateralism. However, African agency is also less evident in African multilateral efforts at the NPT preparatory meetings. The impact of these developments on the 2015 NPT Review Conference is too soon to tell but may bode ill for African agency.  相似文献

This paper deals with a repair shop with multiple parallel servers, which has to carry out planned overhauls. Each overhaul consists of a large number of maintenance jobs. The overhaul process is interrupted by randomly arriving emergency jobs. To control the delivery performance of the overhauls, knowledge about the overhaul makespan distribution should be available. Using a 2‐dimensional Markov model, we derive the first and second moment of the overhaul makespan analytically for the case that the repair times of all overhaul jobs are identically and exponentially distributed. For the case of nonidentical repair time distributions, an approximation is presented. The effectiveness of a fire department is largely determined by its ability to respond to incidents in a timely manner. To do so, fire departments typically have fire stations spread evenly across the region, and dispatch the closest truck(s) whenever a new incident occurs. However, large gaps in coverage may arise in the case of a major incident that requires many nearby fire trucks over a long period of time, substantially increasing response times for emergencies that occur subsequently. We propose a heuristic for relocating idle trucks during a major incident in order to retain good coverage. This is done by solving a mathematical program that takes into account the location of the available fire trucks and the historic spatial distribution of incidents. This heuristic allows the user to balance the coverage and the number of truck movements. Using extensive simulation experiments we test the heuristic for the operations of the Fire Department of Amsterdam‐Amstelland, and compare it against three other benchmark strategies in a simulation fitted using 10 years of historical data. We demonstrate substantial improvement over the current relocation policy, and show that not relocating during major incidents may lead to a significant decrease in performance.  相似文献
